Ah, I see the problem.

LDAPv2+ and LDAPv3 have very different and incompatible
referral handling.

In regards to LDAPv3, the behavior of OpenLDAP and Netscape
are quite consistent.  In regards to LDAPv2+, all bets are off.
Use LDAPv3.
