master slapd fails to exit in test009-referral (ITS#1189)

I can repeatedly reproduce the problem by running the following command from the
openldap-2.0.11/tests directory: /bin/sh ./scripts/test009-referral

At first I thought there was a problem with test010 because it hung. Then I
realized that the slapd -n master from the previous test was still running.

The test says it succeeded but didn't clean up after itself.
