Missing argument in new logging in acl.c (ITS#1018)

Gary,

I got a segmentation fault with latest devel and new logging on in acl.c,
possibly 
because you missed a line; in fact an arg (conn->c_connid) is missing from one
log
and on my system this causes sigsegv when logging is at ENTRY level (took a
while 
to figure it out, though).

You may find the fix at the URL given below.

PS: one note: the new log is pretty cool; especially at configure time. 
Just a couple of remarks: first I'd prefer logs to be appendedto the file
rather
than restarting it an every server startup. Moreover, a textual log level
analogous
to the log subsys could make things easier; what do you think about?
