make depend has no rule (ITS#1000)

I have read all your documentation and searched the FAQs trying to get this to
work.

Finally got configure to complete.

Your instructions say to execute a "make depend", but get this error:
gmake: *** No rule to make target `depend'.  Stop.

There is no Makefile, only a Makefile.in

Am trying to build using gcc on a Solaris 2.5 OS on a Sun Ultra.

Any help or additional guidance would be greatly appreciated.
