Floating point syntax and matching rules are not defined in schema_init.c.

I'm submitting a patch which has 'Float' syntax and following routines;
floatMatch, floatOrderingMatch, floatValidate

I used 1.3.6.1.4.1.1466.115.121.1.59 as the oid of 'Float' syntax.
