See prior ITS for background discussions on this issue.  Guess it
will be sometime before Netscape will be liberal in what they accept
(especially in behavior which is consistent with current LDAP
specification).

Based upon devel experiences with such changes (and 3rd parties
packagers who have applied similiar patches), I am going to go
ahead and include the changes into releng 1.2.  Hopefully this
won't break any existing clients.
